Europe felt a moment of respite on Monday, as the tension sparked by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been stabilised. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Negotiation and Warfare
The chain of contrasting events captured the grim essence of the recent timeframe. By day, diplomatic battles are fought: optimistic declarations are released from various governments. Immense energy is allocated on containing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the main instrument for achieving "resolution".
After-Dark Attacks
As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is able to track missile launches from enemy soil, a capacity afforded by current data. From vantage locations, military aircraft that had been scrambled to counter approaching guided weapons flew past – modern combat jets provided to Ukraine by Western partners.
Shortly after, Kyiv's air-defence systems thundered: defensive missiles deployed against a Russian ballistic missile. This was a modern interception technology at work, most likely provided by partner states. Every launch shakes the surroundings, causing tremors. The brief panic quickly becomes sober acceptance: maybe the incoming missile won't hit its mark this time, sparing the city from catastrophe and another blackout.
Persistent Threats
Following this, a automatic firearm engaged a unmanned aircraft in the vicinity, part of a defensive team – probably imported technology. Sadly, the bullets missed the hostile drone – it continued its flight toward its objective.
Intermittently, this carried on until dawn. Kyiv greeted the early updates: several casualties, devastation and infrastructure problems in many homes as a result of the evening attack. As always, everyone still continued their routines – enduring hostilities. But those full day demonstrated Ukraine's essential dependence on international aid – a need that European nations are evidently unprepared to replace in the near term.
Ineffective Peace Efforts
The detailed framework from US administration generated strong feelings, controversy and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new approach from Washington unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually secure success. This pattern will, undoubtedly, persist.
Strategic Calculations
It is tempting to accuse certain parties of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. American leadership functions according to a premise familiar among experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The White House believes that it is unfeasible to pressure the Kremlin to relinquish the land that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while recognising this factual reality, Washington does little to discourage Russia, through diplomacy or military means, from thinking that the status quo will not change more in its favour in the coming year.
Divergent Views
Therefore, Moscow is certain that time is on his side – that Ukraine and its allies are nearing depletion. Their motivation to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leadership remains supremely confident in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing lives and land but preventing a complete military breakdown until circumstances change in its advantage.
Present Conditions
Realistically, there are no genuine requirements for a ceasefire. Now, individual motivations are becoming relevant: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any proposal Kyiv finds unacceptable, so that their priority does not shift toward homefront challenges. And although their task will now be considerably more difficult after current events, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are influencing discussions.
Summary and Prospects
It took a just a single week to kill the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, current information leaks, all served their function.
While new proposals based on old ideas are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and reflect specific hesitation to modify developments, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, largely rely on continued Western support.
